Although legacy V2I (Vehicle-to-Infrastructure) technologies are currently in operational use worldwide for ETC (Electronic Toll Collection) and relatively simple V2I applications, advanced V2X systems – capable of supporting V2V (Vehicle-to-Vehicle), V2I and other forms of V2X communications – are beginning to gain broad commercial acceptance with two competing technologies vying for the attention of automakers and regulators: the commercially mature IEEE 802.11p/DSRC (Dedicated Short Range Communications) standard, and the relatively new 3GPP-defined C-V2X (Cellular V2X) technology which has a forward evolutionary path towards 5G.
With an initial focus on road safety and traffic efficiency applications, Toyota and GM (General Motors) have already equipped some of their vehicle models with IEEE 802.11p-based V2X technology in Japan and North America. Among other commercial commitments, Volkswagen will begin deploying IEEE 802.11p on volume models in Europe starting from 2019, while Geely and Ford plan to integrate C-V2X in their new vehicles by 2021 and 2022 respectively. It is also worth nothing that a number of luxury automakers – including BMW, Daimler, Volkswagen's subsidiary Audi, and Volvo Cars – already deliver certain V2X-type applications through wide-area cellular connectivity and supporting infrastructure such as appropriately equipped roadwork trailers.
Despite the ongoing 802.11p/DSRC versus C-V2X debate, regulatory uncertainty and other challenges, global spending on V2X communications technology is expected to grow at a CAGR of more than 170% between 2019 and 2022. - Besides becoming a standard safety feature on an increasing number of vehicles, V2X communications technology – through its unique non line-of-sight sensing capability – will play a critical role in ensuring the safe and efficient operation of autonomous driving systems, particularly with the commercialization of next-generation V2X standards, specifically 5G-V2X and IEEE 802.11bd.
- The globally harmonized 5.9 GHz band continues to remain the preferred spectrum for V2X communications technology, with the exception of Japan – where the national regulator has allocated a single 9 MHz channel in the frequency range 755.5 – 764.5 MHz for safety-related applications based on V2V and V2I communications.
- Early discussions are ongoing for the potential use of new bands, most notably in the 3.4 – 3.8 GHz and 5.9 – 7.2 GHz frequency ranges, as well as millimeter wave spectrum for LOS (Line-of-Sight) and high data rate V2X applications. Recent field trials using 39 GHz spectrum in the United States have demonstrated that millimeter propagations for V2V communications can work well in the distance range of 100 meters, without advanced beamforming techniques.

Although Ecuador has seven fixed-line operators and a large number of Internet Service Providers (ISPs), the state-owned incumbent CNT dominates the fixed-line market, and thus also the DSL broadband market.

The mobile sector is dominated by América Móvil’s Conecel (trading as Claro), which had a 56% share of the market by subscribers as of February 2018. Telefónica’s Otecel (trading as Movistar) has about a third of the market, leaving CNT (previously Telecsa/Alegro) with a share of only 12%. Thus far the MVNO sector has been slow to develop, partly because the incumbent operators also have their low-cost brands and thus there is little business case for new market entrants. Virgin Mobile is expected to launch a service in Ecuador, following on from similar launches in Mexico, Chile and Colombia.

The government is keen to advance universalisation and improve teledensity, and it is expected that CNT will continue its efforts to expand the country’s fixed-line infrastructure and capitalise on its DSL service, which only took off in 2009. At the same time, a national broadband plan has been implemented to expand and improve internet access for all Ecuadoreans. The fixed broadband market – including DSL, cable modem and fibre-based services – should continue to grow strongly in coming years, with an anticipated focus on fibre as networks are built out from the more densely populated urban areas. The mobile broadband market is also expected to grow strongly as network operators expand the reach of their LTE services.

A new Telecom Law has been the subject of national and international controversy, particularly for its treatment of broadcasting. The most controversial points include the redistribution of spectrum and the creation of a regulatory authority in charge of censorship.

Nevertheless, poverty remains widespread. There is little economic diversity, with most of the population engaged in agriculture and a good proportion of the remainder involved in mineral and agro-processing sectors. The financial services sector is also underdeveloped: with banks focussed on government borrowing there is little attention paid to the support of small businesses, and most of the population has little or no access to conventional banking services. In turn, this has made Rwanda one of the more successful markets on the continent for mobile banking and payment services.

The country was slow to liberalise the mobile sector, allowing MTN a monopoly until 2006 when the fixed-line incumbent, Rwandatel (since acquired by Liquid Telecom) became the second mobile operator. There has been effective competition among the three current operators, each of which provides wide geographic coverage. The launch of services from Tigo in 2009 sparked renewed subscriber growth, though competition has eroded mobile services revenue and ARPU since then. However, the acquisition of Tigo by Airtel, a deal to be closed over a two-year period, will see the Tigo brand removed and a significant consolidation in the market.

Rwanda’s internet and broadband sector has suffered from limited fixed-line infrastructure and high prices. Nevertheless, operators are rolling out national fibre-optic backbone networks which also allow them to connect to the international submarine fibre-optic cables on the African east coast. These cables have given the entire region fibre-based international bandwidth for the first time and brought to an end its dependency on satellites. Suring 2018 Liquid Telecom has continued to expand its FttP services across Kigali and a number of other towns.

Interest from investors in the country’s ICT sector remains strong. A deal with Korea Telecom has developed a wholesale LTE operator, Korea Telecom Rwanda Networks, which provides retail services to a number of fixed-line operators as well as to the mobile network operators. The number of subscribers on LTE infrastructure increased 200% in 2016, year-on-year.

Although the number of mobile subscribers fell sharply at the end of 2016, Botswana still has one of the highest mobile penetration rates in Africa. Popular use of multiple SIM cards from different operators has delayed the introduction of mobile number portability, with the telecom regulator not convinced of the facility’s economic benefits.
