- To encourage the use of electronic payments, the Saudi Arabian Monetary Agency (SAMA) undertook a number of initiatives, including the establishment of its new electronic payment system mada, and mandatory wage payment into bank accounts. It launched its modified Saudi Payment Network (SPAN) as mada in September 2015. SPAN links all the ATMs and point-of-sale (POS) terminals to a central payment switch across the country. The regulator expects that the new system will increase the use of POS terminals. To encourage the use of the POS terminals, the daily purchase limit was increased from US$5,333.3 (SAR20,000) to US$16,000 (SAR60,000).
- SAMA, in collaboration with the Ministry of Labor, launched the Wage Protection System (WPS) in June 2013. Under the law, employees salaries were paid directly into bank accounts, from which they can withdraw with debit cards. WPS was implemented in phases depending on the number of employees an organization had. Initially, it was mandatory for companies with an employee base of more than 3,000, which was further reduced in phases to companies with 100 or more employees from November 2015.
- Technology adoption in the cards and payments industry achieved a new level in Saudi Arabia, when Riyad Bank issued the countrys first contactless debit card Riyad Bank Debit MasterCard in May 2015. The card provides enhanced security and convenience, and is accepted across 35 million merchants globally. The card can be used for small value transactions of less than US$20 (SAR75) without the need to enter a PIN. With payment cards gaining in popularity among consumers, the introduction of contactless cards is likely to encourage card based payments even for low value transactions.

Key Highlights
The central bank, in November 2014 made it mandatory for banks to shift from the traditional magnetic stripe to more secure Europay, MasterCard, and Visa (EMV) chip cards by January 2017. Following the announcement, BancNet signed an agreement with Visa in February 2015 to accelerate the migration to EMV chip cards for all domestic transactions. In addition to cards, the migration process ensures that ATMs and POS terminals are compliant with EMV standards. The increasing adoption of security measures is expected to encourage consumers to carry out more card-based transactions.

The Filipino government in June 2016 approved a new bill aimed at regulating the credit card market by bringing it under the regulatory control of the central bank. The proposal will be enacted into law once it receives approval from the President. It will empower the central bank to supervise all credit card issuers and acquirers operating in the country. It also mandates credit card issuers to reveal the number of potential and current cardholders and list all fees charged for late payments. Violation of this regulation attracts a fine of US$1,060.24,240.9 (PHP50,000200,000) or imprisonment of two-to-10 years, or both, as determined by the central bank's monetary board.

Due to growing credit card debt, the central government and Credit Card Association of the Philippines launched an Interbank Debt Relief Program in June 2016. The program was developed to help those in debt by offering affordable repayment plans, lower interest rates and reducing the equal monthly amortization, thereby preventing further deferral of payments. For individuals in deep debt, the repayment period can be extended by up to 10 years, with monthly interest rates at 1.5% or lower. In March 2016, six new credit bureaus were given permission to begin operating in 2017. Of the six, five are foreign companies Compuscan (South Africa), Dun and Bradstreet (US), Crif (Italy), TransUnion (US) and Credit Bureau Singapore.

Key Highlights
Competition in the US alternative payments market increased following the emergence options such as Apple Pay, Samsung Pay and Android Pay. Banks, card issuers and retailers are also launching new solutions to compete in the market. For instance, JPMorgan Chase offers Chase Pay, Walmart launched Walmart Pay in July 2016, while Capital One and Wells Fargo launched the digital Capital One wallet in 2014, followed by the Wells Fargo wallet in May 2016. The emergence of new solutions is likely to intensify competition in the US alternative payments market.

The US governments endorsement of Apple Pay is expected to enhance the contactless payment infrastructure, primarily due to the governments announcement in September 2015 that it will use Apple Pay for social security benefits, national park admissions and other similar services. The deal allows social security and veterans benefits recipients to add government-issued debit cards to Apple Pay. As nearly 50% of the population benefits from some form of federal welfare scheme, this initiative is anticipated to further drive mobile payments (m-payments) in the country.

The Europay, MasterCard, Visa (EMV) liability shift, as agreed by US card networks, was enforced on October 1, 2015. The shift requires that the least secure party in a transaction is liable for costs resulting from fraudulent transactions in a non-EMV environment. Consequently, merchants are at risk if they fail to install EMV-compliant infrastructure. As a result, the number of EMV cards rose significantly from 2.7 million in 2012 and is anticipated to reach 700 million by the end of 2016.
